Hosted by the Faculty of Economics and Administrative Sciences of Muş Alparslan University, KAYFOR 28 (the 28th International Public Administration Forum) will be held in Muş between 14–16 May 2026. The forum aims to bring together contemporary theoretical and practical debates in the field of public administration on a scientific platform. The main theme of the conference has been determined as “Digitalization and Artificial Intelligence in Public Administration: Opportunities, Threats, and Risks.” Within the framework of this theme, it is intended to address, from a holistic perspective, the multidimensional impacts of digitalization- and artificial intelligence-based technologies on the structure, functioning, and societal roles of public administration.
Today, digitalization and artificial intelligence applications are generating profound transformations across nearly all areas of public administration, ranging from decision-making processes to the modes of public service delivery, from organizational structures to public personnel regimes. The transition from e-government applications to smart government models, data-driven public policies based on big data, algorithmic decision-making systems, and AI-supported administrative processes offer significant opportunities in terms of speed, efficiency, and effectiveness in public service provision. At the same time, however, this transformation also brings about new risks and threats in areas such as ethics, accountability, algorithmic transparency, personal data protection, cybersecurity, digital surveillance, and privacy. The impacts of digital transformation on public trust, democratic legitimacy, participation, social inclusion, and social justice have thus become one of the central axes of debate in contemporary public administration literature.
In this context, KAYFOR 28 aims to examine the phenomenon of digitalization and artificial intelligence together with its legal, administrative, political, economic, and social dimensions; to analyze existing practices from a critical perspective; and to produce well-founded evaluations and policy recommendations for public administration. Accordingly, the conference seeks to bring together academics, researchers, public administrators, and policymakers working on digitalization- and AI-based transformations—particularly in the field of public administration—on a common scientific platform. With this aim, we invite all researchers who wish to discuss, from a scholarly perspective, the transformations, opportunities, and risks faced by public administration in the digital age and to develop forward-looking policy recommendations to submit papers to KAYFOR 28.
